Dr. Joey Sarte Salceda is the 26th Governor of the Province of Albay. He is known as The Green Economist, for his expertise in the fields of Economics and Finance, as well as in the fields of Climate Change Adaptation and Disaster Risk Management.

    I am proud and thankful for your leadership in bringing the Albay Province to a new level. I must admit that your leadership inspires me and attributed to sudden changes and improvements to our province.

    My name is Ronnel Golimlim, a professional social worker, a graduate of BS Social Work in Bicol University in 1995. I am currently in Manila but would like to go back to Legazpi City Albay. For 15 years i was involve with NGO and Community Development. I have passion in creating change and facilitating opportunities for sustainable development.     I am a student in a computer college here in albay and me and my group is in our thesis proposal right now… We are planning to develop a software for disaster risk management here in albay and we hope and think that our proposal might be helpful to the agency concerning disaster management. The proposed system will be a model oriented decision support system for disaster risk management for disasters like typhoons, floods, and volcanic eruptions.     My name is Ma. Melin Y. Doria, a graduate student of the Asian Institute of Journalism and Communication.

    I would like to request and an audience with you or with a representative of your office who is knowledgeable on the use of photography in APSEMOs disaster management related activities. Discussion and questions will focus on APSEMOs current practices on the use of photography before, during and after disaster situations. Specifically, queries may be in the area of:
    • Who is allowed, assigned to take photographs?
    • Equipment used
    • Preparation of shot list
    • Guidelines on what pictures to take
    • Filling and Documentation

    Materials gathered will be used as primary research information for my graduate thesis on Developing a Handbook on the Use of Photography as tool in Disaster Management IEC (information, education, communication).
